The Salisbury Board of Selectmen reviewed a second draft of the Highway Department building Request for Proposals (RFP) during a July 29 work session and agreed to require weekly phone updates from the selected design-builder. Town Administrator April Rollins said the RFP will be advertised on the New Hampshire Municipal Association (NHMA) website and on contractor sites; the board retained an end-of-2027 completion target.
Board members and attendees discussed contract terms. Selectman Jim Hoyt said the RFP uses percentages to determine payments and flagged the phrase 'cost loaded project' for clarification. Road Agent MacDuffie recommended discussing the payment structure directly with the awarded design‑builder. The board also revised the quality-control clause to read, 'The quality of all work shall be the responsibility of the Contractor and inspected by the Building Inspector,' and asked Rollins to consult the bond attorney about the placement of the RSA bond citation in the document.
The RFP will be updated to require the design-builder to supply electrical and lighting plans as part of its submission. The board did not set a formal vote on the RFP text at the work session but directed staff to make the discussed wording changes and to repost the revised draft.
