Kioloa Bosman, a planner in the Department of Hawaiian Home Lands (DHHL) planning office, presented a Kauai Island status update and said DHHL is targeting a 2027 update of the island plan, which was last completed in 2004. "We are going to be looking at the Kauai Island status update," Bosman said, framing the presentation around DHHL’s three‑tier planning system.
Bosman explained the tiered structure that guides DHHL planning: a tier‑one general plan with a 20‑year horizon that sets policy and land‑use designations; tier‑two strategic program and island plans with three‑ to 20‑year timeframes; and tier‑three development and regional plans that hone in on priority projects over roughly five years. He said the 2027 update will refresh lease counts and land‑use designations to reflect current conditions, noting that lease totals recorded in the 2004 plan will be revised in the upcoming plan.
