The committee chair explained that because these are contested, quasi-judicial hearings the committee will deliberate privately before issuing any recommendation to the full council. The chair and counsel cited Wisconsin open-meetings law as authorizing a closed session for this purpose; the committee then took a roll call motion to enter closed session and the motion passed unanimously.
Council President Dickinson told participants a written report and recommendation will be provided to both the complainant and the licensee and that each party will have an opportunity to lodge objections to the committee's recommendation before the full city council meets Sept. 10. The committee scheduled a special meeting for approximately 5:30 p.m. on Sept. 10 to finalize its report; the full council will consider the matter at its 6:00 p.m. meeting that evening.
