The Lake County Board of Supervisors voted 4-0 to approve a letter of commitment backing the Habematopomo of Upper Lake’s application to the California Strategic Growth Council (SGC) Community Resilience Center Implementation Round 2 grant program and authorized the chair to sign the amended letter.
Terry Logston, the county’s chief climate resiliency officer and tribal liaison, presented the draft letter and said he incorporated last-minute suggestions from Supervisor Sabatier and a question from the SGC about emergency-use coordination. Logston told the board the county would lead general public engagement tied to the grant (municipal advisory council outreach and town halls) and that his time would be included in the application. “I will get this amended letter to the clerk to post with the agenda, shortly after this meeting if it's approved,” he said.
Greg Folsom, facilities and lands administrator for the Habematopomo of Upper Lake, spoke in favor of the commitment and thanked the county for the partnership. Folsom described prior federal support championed by Congressman Mike Thompson and said an implementation grant would help fund amenities so the tribal community center can function as a cooling and heating shelter for the wider community.
A supervisor moved to approve the letter of commitment as amended and Supervisor Sabatier seconded. The motion carried, recorded as a 4-0 vote in favor.
The decision authorizes the chair to sign the county’s letter of commitment and directs staff to post the amended letter with the agenda and proceed with the grant application process.
