The Commissioners Court voted 4–1 to include UKG timekeeping and the associated hardware fund in the FY27 budget but added a caveat that the county will not purchase or implement the system until the court approves a transition plan. Commissioners said the move funds the software and a clerk position in HR for timekeeping, but that constitutional payroll responsibilities remain with the treasurer until a safe transition occurs.
Commissioner Maklick opened the rehearing of the combined vote and asked to split the components (software vs. hosting department). After debate about whether HR or the Treasurer should host timekeeping, a motion to keep payroll in the Treasurer’s office failed 3–2. Cammie, who currently manages the county strategic plan and public-facing coordination, told the court she serves "at the pleasure of the court" but warned that absorbing timekeeping would require new staff and training: "I will need to hire a clerk... I will need to learn UKG... I'm willing to learn." The court directed staff to fund the software in the draft but to return with an implementation plan to avoid disrupting payroll processing; the funding motion passed 4–1 and was recorded by the auditor.
