The West Cocalico Township Board of Supervisors on Aug. 18 approved a package of subdivision and land development modifications related to Landmark’s Summit Crossing project, while denying several other waiver requests. The board indicated that Option 'A' — a 100-foot-radius horizontal curve to connect streets — should be used by Landmark in the design and several approvals were conditioned on engineering and emergency-services signoff.
Board members voted unanimously to approve a modification to Section 22-305.01 (preliminary plan application) provided the applicant grants the township a 180-day time extension. The board approved Section 22-602.5.A (improving existing abutting street) for Blue Lake Road and approved curb and sidewalk modifications for Blue Lake Road with the condition that the cumulative number of trees in the development meet required tree-counts for all lots. The board also approved a modification to Section 22-603.3.A (two access points) on the condition that the stub street aligns with neighboring development per Option 'A'.
At the same meeting supervisors denied the requested modification for improving existing abutting street on Windy Mansion Road and denied the proposed widening modification for West Main Street SR 0897; the denial of the West Main widening included a condition that “no parking” signs be installed along West Main Street SR 0897. The board also denied curb and sidewalk modifications for Windy Mansion and West Main and denied a joint-use-of-driveway modification (Section 22-607.2.E.5). Applicant Josh Boultbee withdrew a request to modify the dead-end street primary access standard (Section 22-602.14.G).
The board conditioned several approvals on external review: the township engineer and Emergency Management Services must be satisfied with horizontal alignment changes for some streets, and at least one stormwater modification was made contingent on PA DEP approval. The board’s motions were made by board members Jeff Sauder and Leon Eby and carried unanimously. The decisions move the Summit Crossing design forward under the Option 'A' alignment preference and with several design conditions the applicant must satisfy.
