Staff explained a superseding ordinance (2026-22) to implement a monthly drainage utility fee and a four‑year phased implementation for higher tiers and nonresidential properties. Arthur and other staff described technical steps needed to assign tiers to more than 500 measured properties and to split impervious-surface charges for multi‑tenant buildings.
Councilwoman Moret moved to approve the ordinance; the council passed it in a roll‑call vote. After the vote, a council member asked staff for regular reporting so elected officials can answer public questions about the fee: "could ask the staff to have a ledger that we could get maybe quarterly for the revenues that come in and the expenses that they're going out on the other side," the member said. Finance staff agreed to produce a more digestible periodic report to show revenues and expenses associated with the drainage fund.
The ordinance sets the structure and a phased approach but leaves implementation details—account setup, application integration and property‑by‑property tier assignment—to staff work over the next months.
