The council approved a planned development overlay for about 8.59 acres at 1705 Stinson Road (Ordinance 2026‑09‑01054), allowing four residential lots with a shared common area, a private gated road and architectural controls intended to implement R1 standards despite the parcel’s existing R2 zoning.
Planner Jeremy (staff) summarized the parcel’s constraints — including power‑line easements that limit buildable area — and said the PD would require 90% masonry (or equivalent materials), 35‑foot private‑road width and specified landscaping along the 262 feet of road frontage (including Texas red oaks and Nellie Stevens hollies). During the public hearing Casey Gregor of Sanchez Associates said, “I just wanna make myself available to counsel, if there are any questions I can help answer.” After brief council questions about lot sizes, easements and precedent, Councilmember Rebecca Orr moved to approve the ordinance and the council voted to adopt it.
The PD’s conditions, including masonry requirements and landscape controls, will be enforced as part of the PD review and platting processes; staff indicated property‑specific easement and on‑site sewage facility constraints prompted the PD approach.
