The Lucas City Council voted to approve an interlocal agreement with Collin County and participating municipalities for the use of the Collin County animal shelter effective Oct. 1, 2026.
Staff presented projected costs and noted that some municipalities (including Frisco) had withdrawn from participation, increasing the per‑city share; staff presented a four‑year cost projection with FY26 estimated at $21,356 (up from roughly $14,970 the prior year). “Last year we spent $14,970 for animal shelter services… this year the projected cost is $21,356,” staff said. Councilmembers expressed concerns about both rising charges and response timeliness; one councilmember recounted a personal experience where Collin County’s animal‑control pickup took an extended time and said, “the service is not very good… it took a long time for them to come.”
Legal staff explained the agreement contains mutual notice and non‑appropriation clauses (including a one‑year notice provision) and dispute‑resolution language; council asked staff to research alternate arrangements — including whether nearby jurisdictions such as Allen might accept animals — and to return with options well before the next renewal cycle. Despite concerns, a motion to approve the interlocal agreement carried. Council asked staff to monitor service performance and to explore alternatives during the coming year so the city could act before the default notice period would be binding.
