Hillary Mosher, regional manager for the Golden State Manufactured Homeowners League, urged Lake County’s ad hoc committee to place the temporary urgency moratorium on manufactured-home fee increases back on the board’s next agenda and to convene a closed session for legal briefing.
"Have you reached out to park residents in your district? Have you sent memos to the ad hoc committee for clarification, or are you happy to sit back and ignore the suffering and misery of your fellow citizens?" Mosher asked the board, saying many residents are disabled, retired and living on fixed incomes.
Mosher said County Counsel had previously advised supervisors that the urgency finding was supported by case law and that the board’s majority vote to adopt a temporary moratorium reflected that legal guidance. She pressed the ad hoc committee to gather additional data and recommended closed-session legal briefings so the committee could "spoon feed Brad and Jessica all the data they can eat," language she used to urge a quicker protective action.
The comment did not elicit a formal response in the public record captured here. The matter has been discussed at prior meetings; Mosher asked the committee to return the item for additional review and action.
