San Diego City Council voted unanimously 6–0 on Aug. 31 to amend the city's sole-source contract with OpenGov Inc. for the Cartograph pavement-management system, approving an extension limited to the time needed to complete a full competitive procurement and any necessary vendor transition.
Interim Transportation Director Naomi Chavez told the council the amendment would add up to $237,000 for years six and seven, “increasing the new total contract value up to $777,000,” and would include an annual inflation factor of 3% while allowing the department to maintain continuity during a citywide pavement condition assessment. She said migrating more than a decade of historical PCI data mid-assessment would risk disrupting the analysis.
Jordan Moore of the Office of the Independent Budget Analyst said the IBA had raised concerns about the original sole-source timeline but that the 30-day RFI produced useful information. “Following council's direction to conduct the 30 day RFI prior to approval, we are encouraged by the results of this process and by Transportation's response,” Moore said, noting staff now plan a full RFP and limited contract term tied to procurement and transition needs.
During public comment, speakers voiced both support for the IBA's oversight and criticism of sole-source arrangements and vendor concentration. After discussion, Council President LaCava moved to adopt the staff recommendation and Council President Pro Tem Lee seconded; the motion passed 6–0, with Council members Moreno, Von Wilpert and Campbell absent.
The extension maintains the existing Cartograph deployment while staff drafts an RFP and validates alternatives identified in the RFI; staff said funding for the extension is included in the Transportation Department’s FY27 budget.
