A speaker who identified herself as a former participant and employee of a tent-city program asked, “where are the check and balances for them?” and urged the council to explain who oversees contractors and how participants can raise concerns. Another commenter said staff at a safe-sleeping site discarded his property after issuing an exit notice and questioned enforcement and accountability mechanisms.
Speakers emphasized that program participants often fear retaliation if they speak up, urged better complaint processes and asked the council to ensure contracted providers follow mission objectives and protect residents’ property. Council members did not take formal action during the non-agenda segment but heard repeated calls to improve oversight and communication with contractors.
