The Planning & Zoning Commission voted Sept. 2 to recommend approval of the town's biennial Land Development Regulation (LDR) redline package to the town council. The motion — made and seconded by commissioners and modified by several edits captured during the meeting's review — passed by voice vote.
Tyler Valentine, senior planner, described the submittal as the staff's final redline and said the packet lists roughly 55 proposed edits. "This is the official red line," he told the commission, noting the group could still identify items it wanted staff to adjust before the council hearing. After the vote, staff said the LDR amendments are tentatively scheduled for council consideration on Sept. 28, 2026.
Commissioners reviewed the full 24-page packet page by page, asking staff to clarify instances where the planning director's recommendation differed from the commission's earlier workshop discussions. Tyler said both the planning director's advice and the commission's recommendation would be transmitted to council so elected officials can decide between the alternatives. The commission also identified several targeted edits (including wording changes about parking that opens onto alleys and clarifications about snow-storage and snow-melt systems) for staff to add to the redline before council submission.
The recommendation moves a broad package of technical and policy changes to the next step in the local review process; council will hold the public hearing and make any final decisions about the regulatory text change.
