San Antonio City Council approved an ordinance designating Esperanza Community Land Trust (CLT) as a community land trust after public testimony from residents and a lengthy council debate over timing, funding and state requirements. The meeting included a failed motion to postpone the item to the first available Session B in October, after which the council returned to the original motion and approved the designation.
Verónica García, identified in the hearing as the presenting staff member, told the council that designation is required under local code to make a CLT eligible for special property-tax treatment and to access housing bonuses. García said the CLT model separates ownership of the house from the land, allows long-term affordability and requires a governing board representing homeowners and renters. Staff noted the CLT would need to reapply annually and meet implementation and fairness requirements before tax treatment or exemptions could be considered.
Residents and Esperanza staff described the local impact of the trust. Jazmín Herrera told the council, “la fideicomiso de esperanza me ayudó a pagar mi hipoteca, a conservar mi casa.” René González, who identified himself as a manager/executive with the trust, described Esperanza’s focus on preserving west-side housing and rehabilitating older homes.
Opponents raised concerns about organizational conduct and use of public funds. Jack Finger told the council, “Yo no quiero que ninguna organización como esta se le regale que ustedes le estén regalando mis dólares de impuestos a organizaciones como estas,” urging caution and additional vetting before granting city designations tied to funding. Council members considered those concerns but several members stressed that Esperanza had already acquired properties and that delay could impede rehabilitation work and contractor scheduling.
A motion by Councilmember Villagrán to postpone the item to the first Session B in October was seconded and discussed; the motion did not carry. The council then voted on the original motion to approve the designation; the mayor called the vote and the motion passed. City staff and advocates were thanked at the conclusion of the item.
