Margo Kambara, who identified herself as a General Plan Advisory Committee representative speaking for herself, told supervisors that the general plan and local area plans are "off track" and that simply holding more meetings will not address structural problems in the drafts.
Kambara said extending the schedule to Oct. 6 stopped timely course correction and that Community Development Department briefings at town halls suggested inclusion of new comments depends on funding. She recommended focusing on chapters with statutory deadlines first and treating local area plans as separate projects so the community's substantive concerns are adequately addressed.
"The general plan is an important document steering development for unincorporated Lake County for the next 20 years," she said, arguing that adequate responses to public comment and fixes to shortcomings in the drafts are necessary before completion.
