The Lake County Housing Commission voted 5-0 to approve a first amendment to its contract with Management Records Incorporated for Lindsay Grama management software, authorizing the commission chair to sign a not-to-exceed $27,000 agreement covering 10/01/2026 through 09/30/2027.
Rachel Delman Parsons, Lake County social services director, told the commission that a document had been inadvertently omitted from the meeting packet and that the omitted file was a prior contract executed by the commission on 11/07/2024. "A document was inadvertently omitted from the packet," Parsons said, and she told commissioners she had sent a digital copy and had hard copies available.
Parsons said the prior contract listed an initial setup fee of $7.50 and an annual cost of 500, and she explained that the amendment includes an additional annual cost allowance to ensure funds are available for potential closeout activities if the public housing agency is dissolved. A commissioner questioned the math behind the $27,000 maximum, noting the packet showed the lower figures and an earlier $12,000-per-year amount; "I can't figure out how we got to 27,000," the commissioner said, and asked staff to follow up with a detailed cost breakdown. Parsons said the fiscal deputy who maintains those details was on vacation and that she would follow up with the commission.
A commissioner moved to approve the amendment and another commissioner seconded the motion. The commission voted in favor, and the motion carried 5-0. The commission recorded the effective contract period as 10/01/2026 to 09/30/2027 and authorized the LCHC chair to sign.
