Peter Wysocki, the community development director, presented the department's first annual progress report on implementing the comprehensive plan and tracking building activity.
"For the record, Peter Wysocki, community development director," he began, framing the report as a baseline to measure future progress. Shelby, the building-permit technician, presented permit and inspection metrics for 2025: the department issued 340 building permits, recorded approximately $82,000,000 in estimated value of improvements, and conducted 1,932 inspections — with a 92% pass rate.
Shelby highlighted multifamily activity: 104 units were completed at the Hollow Gulch apartment complex in 2025, and staff projected roughly 290 multifamily units entering permitting for 2026–27. A map shown to council identified Sky Ridge and Miller Ranch as active residential clusters and a commercial cluster near Exit 14.
Peter and the planning staff also summarized planning activity: the planning commission met frequently, processed multiple applications (about 89 planning applications last year), and initiated a TIF for Stone Ridge Commons (approved in 2026). Staff noted that significant infrastructure built by developers becomes city-owned assets once accepted by the city.
Council praised the report and urged staff to explore ways to present highlights to the public. The report will be distributed as a hard copy and maintained as a living document for future KPIs.
