During the study session Michelle reviewed several items staff will present at the next regular council meeting.
Michelle said Caitle Thorsenson will present the draft 2025 financial audit; the draft will be forwarded to the Department of Legislative Audit for review before it is finalized and posted. Under community development, she reported Hills View Homes seeks to draw down eight lots in the Sky Ridge subdivision; Michelle said the city would receive roughly $163,600 from the lot closings and staff will bring a real-estate purchase agreement and a resolution to transfer the property to economic development and then to the developer.
On finance items, Michelle said staff will consider a public hearing and potential approval of a retail on/off-sale wine and cider and retail on/off-sale malt-beverage license for the Joy Crouchin Alumni Welcome Center to allow it to sell the center's products at events; staff clarified event organizers can still apply for special-event liquor licenses for weddings and other events if needed. Michelle also reported the South Dakota Aeronautics Commission awarded a $1,000 grant for the Black Hills Fly-In (Sept. 17–20); staff will accept the pass-through grant and forward it to the airport.
Other previews included the first reading of Ordinance 1431 (2027 Appropriations) and multiple development/dedication agreements to be considered on Monday.
