Staff asked the committee to support a council action that would create a dedicated bike programming fund to receive revenues from dockless mobility permits (Veo) and to reimburse the bike infrastructure account for prior programming expenditures.
"We have a $104,150,000 dollars that's been sitting in the revenue bucket and collecting over the past few years," Ben Chambers told the committee (transcript text). Staff said that, after repaying about $150,000 previously used from the bike infrastructure account, new Veo revenues would flow to the programming fund. Chambers estimated current Veo revenue at roughly $40,000 a year under present usage and permit terms.
The change is meant to avoid mixing long-term bond-funded infrastructure accounts with annual programmatic spending and to expand city-supported programming — such as e-bike vouchers, neighborhood walks, and school outreach — without drawing from capital budgets. Council consideration of the request is scheduled next week; staff asked BPAC members to note the item and offer support or input.
