Carla Gerber, planning director, described the county's proposed regional wastewater treatment plant for Millington on a newly created 6.6-acre lot. Staff said the plant will be owned and operated by the county, is consistent with the county comprehensive plan, and will replace an existing floodplain plant while upgrading to current treatment technology.
Gerber noted landscaping and certified-engineer performance standards are outstanding and that sediment control and stormwater management will be implemented according to approved plans. Jim Lober, the civil consultant from KCI Technologies, said stormwater-design comments are under review and the team intentionally delayed final landscaping submittal until stormwater comments were resolved.
A commissioner moved to grant preliminary site-plan approval (the county asked for preliminary and not final); commissioners voted in favor. Staff noted remaining items (landscape details, certified-engineer report) should be submitted before any final approval and that the county would continue working with MDE on technical reviews.
The commission's action was a recommendation to proceed; final construction approval will depend on outstanding engineering and permitting reviews.
