During the citizens' comment period on Sept. 3, a Comal County resident identified as Rosa asked the court for detailed information about the county's relationship with federal immigration enforcement and the use of surveillance technology.
Rosa asked, "What precisely are the coordination procedures between federal officers and Comal County law enforcement?" She also raised whether factors such as race, language and employment are being used in stops she attributed to a recent Supreme Court decision and asked whether the county receives funds for each person held for the federal government and whether that includes children.
Rosa further asked whether surveillance devices (including Flock cameras) are used to gather information on the general population, what devices are used, whether AI is used to analyze data from those devices, what other data sources are used, how long data is stored, and what warrant or access processes are required for searches.
The court received the comment during the public-comment portion; no immediate staff response with policy details was recorded in the meeting minutes. The item appearing later on the agenda (a modification to the agreement with U.S. Immigration and Customs Enforcement) was approved by the court in a separate action.
