The Finance & Personnel Committee approved a three-year preventive-maintenance contract with KONE for city escalators and elevators for $434,164.24.
A council member asked whether the contract required formal bidding. Purchasing staff explained that for an agreement of this size the policy recommends quotes (not formal bids); staff solicited quotes from four vendors and received three. Although Schindler’s base bid was lower, required state-testing add-ons made its total higher, and Otis submitted the highest total. After factoring required testing costs, purchasing staff recommended KONE as the cheapest and best option; the committee approved the contract unanimously.
Council member Newberry asked how many escalators and elevators the city owns; staff did not have the number immediately at hand but noted a list is attached to the contract documents.
