Representative Soper argued the record shows conduct that "damages public trust," saying, "Anytime you have a legislator that is moving money from, for example, a campaign account to the House Democratic Petty Cash Fund to their personal account" it raises serious concerns. The committee described the findings as an ethical breach rather than a criminal conviction: members noted a lack of adequate bookkeeping, incomplete receipts and inconsistent testimony but stopped short of asserting criminal intent.
