During the budget briefing, Garland staff outlined several operational positions included in the adopted rate package. The presenter said the city proposes converting three temporary animal care technicians to full-time roles (combined salary roughly $102,000 plus fringe) to support a new animal shelter, and listed a code operations and special-projects administrator position (salary about $98,000) that would oversee multiple enforcement officers.
Staff also described a parks field supervisor role with an associated pickup truck and replacement-reserve funding to maintain mowing, landscaping and park infrastructure. "This is to fund having 3 permanent full time animal care technicians at our our new animal shelter," the presenter said. As with other items, staff cautioned a vote against the proposition would require the council to adopt budget amendments that could remove or scale back these positions.
