The Pinal County Board of Supervisors approved Ordinance No. 2026-PZ-PD-009-26 on Sept. 2, establishing a Planned Area Development (PAD) overlay across the same ±1,263.1 acres subject to amended development standards for a photovoltaic power generation facility and a battery energy storage system.
According to the agenda, the Planning and Zoning Commission recommended approval 7-1 with one abstention. The board approved the PAD overlay “as presented with 20 stipulations,” and an amended Stipulation #17 was read into the record during the meeting. The ordinance and stipulations will govern project design and conditions the developer must meet to proceed.
