The Universal Healthcare Commission voted Sept. 3 to adopt the Financial Technical Advisory Committee’s (FTAC) provider-reimbursement proposal and its implementation roadmap.
Harrison Fontaine (staff) summarized the proposal and the FTAC roadmap, which lay out transitional payment mechanisms centered on cost containment and how those mechanisms could scale. FTAC recommended two implementation pathways: (1) regulation-driven price and payment adjustments and (2) expanded state purchasing power. The road map also sequences transitional solutions and identifies evaluation criteria — with attention to impacts on low-volume and rural providers.
Commissioners moved and seconded a motion to adopt the FTAC proposal as presented; the motion carried on voice vote with Representative Joe Schmick recorded as opposed. FTAC said adoption allows further edits later and frees the committee to shift attention to financing, including revenue options and design principles.
