Staff presented early implementation steps for the sustainability management plan, focusing on tree canopy expansion, plant selection and near-term actions to prepare for impending El Niño conditions.
Nancy (staff) said the commission is focusing on expanding street and park tree species and where possible switching to natives: "Where possible, we're switching out to natives, so our London Plains, we're trying the California native sycamore and, we think that may be a little bit more drought tolerant." She also urged commissioners to begin work on the annual report and to consider recommendations that align with the sustainability plan for the next budget cycle.
During public comment Garrett Keating urged the commission to make dog-park capacity a priority and to think carefully before adding park amenities such as picnic tables without a clear enforcement or maintenance rationale. Keating said the city is "one short" on dog parks and warned that adding tables without enforcement could exacerbate problems.
Staff also flagged potential rebates for replacing gas mowers with battery technology for large turf areas and proposed subcommittee work on nonfunctional turf removal and replanting alternatives; commissioners agreed to begin discussion in October and to target a report to council in January or February.
