Planning staff told the commission they are preparing a code amendment package that would delete or revise numerous outdated sections—examples include references to Foothill Development Areas (section 1519) that lack maps or precise applicability. Staff said much of the language appears to have been carried into the online code in 2015 without clear context and that cleaning up the code will be part of staff's work plan.
Staff also described a proposed change to the subdivision application process: a provision that would cause an active subdivision application to expire or be considered denied if approval is not obtained within 6 months. Staff noted the commission and city council previously had the provision on the books but it has not been enforced; before adopting any automatic expiration policy staff will consult the city attorney to ensure the change is enforceable under state law and to avoid unintended liability. The commission asked staff to circulate the draft amendments and, where possible, provide historical context for existing provisions before final deletion to avoid reintroducing prior problems.
