Andrew explained that the council-chamber AV equipment, installed in 2019, is reaching about eight years of use and that a larger upgrade is needed to improve reliability, public broadcast, and audience accessibility. He said engineering and integration account for a significant portion of the roughly $270,000 estimate and noted a hearing-aid loop is being considered to improve access for people with hearing aids.
Board members discussed procurement and vendor selection. Andrew said the current estimate likely requires a public bid because the council-chamber portion is over the $100,000 threshold; the board discussed consolidating work across other sites to streamline procurement. Staff said some encoder and decoder hardware has already failed and that replacements can be costly, particularly for court-related touchscreen monitors that must be identical for fairness in court proceedings.
