Hillsborough County commissioners voted 5‑2 to approve a suite of agreements that would allow construction of a proposed Tampa Bay Rays ballpark and surrounding mixed‑use development on the Dale Mabry campus of Hillsborough College.
The motion, moved by the chair and seconded on the floor, approved the development and funding agreement, the team guarantee and a team non‑relocation agreement in substantial form and authorized the county attorney to conform documents and correct scrivener’s errors. The board also set a community benefits agreement cap that was amended on the floor; the final motion recorded a majority vote in favor. As announced by the clerk, “Motion carries five‑two.”
Staff told commissioners there are multiple conditions precedent and a bond validation process that must be completed before any county funding would be released. Julia Mandel of the county attorney’s office summarized those legal protections and conditions, including requirements that the team demonstrate financing and that a bond validation proceeding occur before funds are disbursed.
The chair framed the vote as a generational opportunity, asking commissioners whether they "want Tampa to be a world class community" as part of his remarks in support of the package. Opponents raised concerns about taxpayer exposure, the prioritization of Community Investment Tax (CIT) funds and the adequacy of legally enforceable commitments for replacement of college facilities and community benefits.
