More than 50 members of the public signed up to speak at the special meeting and comments were sharply divided along economic and community lines.
Opponents argued county funds should prioritize roads, emergency services and community needs. "The optics are so horribly bad, guys," one opponent told commissioners, arguing wealthy team owners should not be subsidized with taxpayer dollars. Several speakers raised specific concerns about the proposed use of Hillsborough College land and the lack of legally secured replacement funding for the campus facilities.
Supporters — including construction associations, chambers of commerce and some local businesses — urged approval, citing job creation, apprenticeship pipelines and tourism dollars. The Hillsborough County Hotel and Lodging Association told the board the project can fill an events gap and generate bed‑tax revenue. College leadership also attended in support, with Hillsborough College’s president calling the proposal "a generational opportunity for the college."
