The Planning Commission voted Sept. 2 to approve PC26‑9, a development plan for a 16‑bed men’s transitional shelter in Greenwood Commons. Staff recommended approval with conditions after confirming the site meets development‑text standards for limited short‑term residential uses with supportive services and supervision.
Staff described the building as roughly 5,800 square feet with 16 private rooms, shared meeting and office space, outdoor recreation and 16 parking stalls. Staff said design standards and use provisions in the development text require on‑site supervision and that the project meets zoning for the PMU overlay that previously reserved a parcel for a shelter.
Applicant representative Ron Sabatino, speaking for the developer, said the land would be donated to Goodwill and described partnerships to provide transitional jobs and services. "We are donating the land valued at $200,000 to Goodwill," he said. Commissioners asked whether the men’s‑only focus was binding under any funding or tax‑credit agreements; the applicant said the donation and program design support a men’s facility but that Goodwill would be the operator and could make future programmatic decisions. Commissioner Nana moved to approve; the motion passed on roll call.
