Developer representatives said they must update construction drawings to the 2022 code, and Garrett of GHPR estimated it will take time to complete those code updates and plan checks, with site development hoped to begin in late 2027 and a building-permit pull projected for late 2027 or early 2028. The commission and staff corrected a typographical expiration date in the conditions of approval to Sept. 14, 2028.
Staff emphasized the EIR addendum and past CEQA work cover the site while approvals remain valid. The commission approved the modification and the corrected project expiration without further CEQA action at this hearing.
