Staff outlined County Bill 75 20 26, which would prohibit certain loud landscaping equipment, phase in implementation dates, provide exemptions, and establish a Quiet Landscaping Equipment Transition Fund. Staff explained proposed amendments that raise the sound threshold, shift application dates, and set a proposed $100,000 annual appropriation for a transition fund beginning in FY2028.
Tamille Perry, legislative analyst for the Department of Public Works and Transportation, said DPW&T "supports the intent of this bill," but described significant operational and fiscal hurdles: "Transitioning from gas powered to electric equipment is far more complex than a 1 to 1 equipment swap. It requires new battery infrastructure, electrical upgrades at maintenance facilities, secure charging and storage areas, workforce training, and operational testing under real working conditions." DPW&T recommended a comprehensive study before mandates take effect, longer implementation timelines, allowing existing equipment to remain in use through its useful life, expanded exemptions for storm‑response and hazards, and contingency language tying phases to funding availability.
Given those concerns the committee moved to hold the measure for further review and to obtain a copy of DPW&T's amendments and concerns before the next meeting. The motion to hold passed 3‑0.
