Miriam Bader, director of planning and community development for the City of College Park, told the committee College Park supports ADUs but urged safeguards to avoid creating more student‑style group housing: "What we don't need is more satellite fraternity houses or more animal houses." She asked the committee to consider occupancy and setback language and to consult the fire marshal on safety and setbacks.
Committee members moved and adopted a series of technical work‑group amendments and additional council amendments (including extending Chesapeake Bay critical‑area overlay requirements to an LDO zone and a 900‑square‑foot lot‑coverage limit in the overlay), enacted a maximum ADU occupancy amendment (4 persons, with adjustments tied to occupants in a rented principal unit), and created a pathway for previously constructed unpermitted ADUs to begin compliance within 90 days of the act's effective date. The measure was moved favorable as amended on a unanimous roll call of the three members present.
