Detective Eddie Vega, the Henderson Police Department investigator who summarized the case for the state, described a sequence in which officers established a perimeter, repeatedly issued announcements, and observed Leon with a knife before he produced a black metal object from his waistband that investigators later identified as an L-shaped metal bracket.
Vega described the object and the videographic evidence to the review: "which later was determined to be an l shaped bracket that, from a distance, could resemble a firearm." He also walked the panel through maps and photos that located the officers and the position where Leon was shot.
Vega provided a timeline of the call: a 07:45 a.m. 911 call from Yvonne Alvarado, additional calls suggesting Leon said he would "get into a shootout with the police," notification of SWAT and crisis negotiators, and an officer-involved shooting at about 08:30 a.m. The detective also summarized interviews and physical evidence including a knife and the recovered bracket.
