The Waukesha Landmarks Commission voted Sept. 2 to approve a Certificate of Appropriateness for work at 321 South Hartwell, a 1938 Colonial Revival house in the Capels Park Historic District.
Staff member Charlie described the proposal to replace deteriorated wood siding on the sides and rear (including a rear attached garage) with LP SmartSide composite siding matched to the existing dimensions, to replace a flat garage roof and adjacent shingles, to upgrade gutters and downspouts to 6-inch K-style, and to install combination storm-and-screen windows. Charlie recommended approval for the rear and side work because it is largely at nonhistoric or non-visible elevations and will match existing proportions.
Homeowner Bill Kirsch, who identified himself as the owner of 321 South Hartwell, told the commission he was unsure whether the garage is original and said the property 'really desperately needs a new roof.' The commission questioned the year built (1937/1938), potential roof access from a second-floor door, and the architectural appropriateness and sizing of shutters. Commissioners noted that shutters should read as functional (able to appear to close) to be appropriate.
A commission member moved to approve the COA for the replacement of siding, the flat garage roof and storm windows; the motion included language that shutters, if removed, would remain removed. The motion was seconded and the commission approved the COA.
"I do know the garage is old and it is in the same style," homeowner Bill Kirsch said during his remarks while explaining the need for repair and a new roof.
