The Lisbon Charter Commission voted to publish a nonbinding public survey asking residents to choose among seven possible forms of municipal government, the panel decided after hours of discussion about wording and outreach.
Chair (speaker 2) said the instrument is intended as an advisory data point, not a binding decision, and the Commission would include the current form among the options. "We put out the question 1 with 7 different forms of government," said a committee member (speaker 8) describing the plan to list all options plainly and let residents indicate preferences. Commissioners agreed the first question should be simple and nontechnical to avoid biasing responses.
Members debated distribution and timeline: options include a municipal survey tool, social‑media posts, staffed tables at Food City and the transfer station, and paper forms at the library. The Commission moved and seconded a motion to post the seven‑option question to social media and to finalize the survey draft before the next meeting; the motion was presented as a nonbinding step to collect public input, with members noting low expected response rates but saying even a modest number of replies would provide directional information for subsequent charter work.
The panel also agreed to invite a municipal consultant (Jim Bennett) or other experts to one of the upcoming October meetings to explain differences among government forms before the survey launch.
