The Clarksville Planning Commission voted 6-1 on Sept. 2 to approve Resolution R26-2, which amends the South Clarksville tax increment financing (TIF) allocation area to connect parcels near Main Street to two development projects (Main & Clark and Clockworks). The approval forwards the resolution to Town Council for final action.
Tammy, speaking for the redevelopment side, explained the map amendment is procedural and intended to allow TIF revenue to be used across physically connected parcels to finance a 67-unit mixed-use building and nearby infrastructure. "In order to finance it through bonds, that physical location has to be connected to the allocation area that it's getting the funding from," Tammy said. She and staff described carving out Kern 812 (a project-specific TIF carve-out) and connecting it to Main & Clark and Clockworks so assessed-value increases from those projects can generate usable TIF revenue.
Commission discussion centered on mapping accuracy and why some other TIFs (the 'George') were not shown on the GIS exhibit; staff said the town GIS may not have been updated and noted existing bonds on the George project. Commissioners also asked about the legacy TIF expiration; staff identified a 25-year term and an expiration around 2033. After discussion, the commission approved R26-2 6-1; staff said the resolution will next go to Town Council for final approval.
