Town planning staff told the commission Sept. 2 that Indiana House Bill 1001 requires local governments to submit housing-development reports starting in 2027 and to conduct a public review of local land development code covering multifamily types, ADUs, setbacks, parking, design standards and fees. "This hearing must cover duplexes, triplexes, fourplexes, ADUs, manufactured housing, multifamily housing, minimum lot sizes and setbacks, parking requirements, design standards, impact fees, and permitting timelines," staff said, summarizing the statutory scope.
Commissioners discussed timing and outreach and agreed to schedule the public review for Nov. 4, 2026 at 6:00 p.m., before the regular meeting, to allow broad participation. Staff said the hearing is for community input only and does not require the town to adopt changes; staff will work with communications on Facebook, the Town Magazine and other channels to publicize the session. "We are not taking any action. It's just involvement community involvement to get people's opinion about what they want to see in our community," a commissioner noted.
Staff also explained that planning staff will need to collect and report housing permits, timelines, rental rates and sale prices as part of the new reporting requirement. The commission directed staff to schedule the hearing and to return with outreach materials.
