Special Magistrate Angel Petty Rosenberg spent much of the Sept. 2 hearing on continuances for homeowners and business tenants who had performed work without permits or failed to finish required plan-review steps. The magistrate repeatedly set 30-day compliance windows (usually Oct. 2 or Oct. 7, 2026) for building-code matters, assessed administrative fees of $150 where required, and warned that fines ($100 or $250 per day depending on the case) would begin if compliance was not achieved.
Examples included a reset to Oct. 7, 2026 for Jose Villarreal’s driveway permit matter and repeated 30-day continuances for interior-renovation cases; Donnie Miller (Lord Holdings LLC) was given until Nov. 4, 2026 to submit four permits for multiple unpermitted structures. Rosenberg repeatedly noted that fines had already begun accruing in some matters — for example, fines assessed at $100 per day began on an earlier compliance date in the Villarreal case — and advised respondents that the city offers a reduction process after compliance if they seek mitigation.
