County staff described an engineering services agreement with a firm referred to in the transcript as 'French Rancher' to design a two-mile portion of W21. The scope includes concept statements, preliminary and final design, all environmental reviews and permits, survey work and inspections, for a lump-sum cost of $325,600. Staff said the DOT cleared use of county farm-to-market funds for the work.
"A lump sum agreement of 325,600," staff said when outlining the contract terms. Board members asked whether the county contribution would count toward local matching percentages; staff said they were not certain of the exact percentage contribution but believed farm-to-market funds would cover the county's payments and that additional county funds might still be required for full project costs. The board moved and approved proceeding with the agreement.
