Under the amendment the developer (identified in the meeting as Flying Trust/Flying Trust‑affiliated entity) would receive $100,000 toward bridge‑strengthening costs first; the Unified Government would then defer a planned IRB closing fee and collect it from CID proceeds when at least $58,000 is available, after which the UG’s scaffolding/sealant reimbursements and the UG’s previously advanced $2,000,000 would be repaid in sequence.
LaSalle and staff emphasized the amendment is a reordering rather than a reduction of total dollars available to the UG; he said, “the only thing that is new here is the deferral of the IRB fee.” After public comment was opened (no public comments received on the item) Commissioners moved and the standing committee adopted the resolution by a roll‑call vote of 6–0.
