NCD committee approves multiple land‑bank transfers, grants extensions and tables a contested request

The Neighborhood & Community Development standing committee moved through a large block of land‑bank options and property transfers. Land Bank Manager Michael Sutton read a set of no‑opposition items (multiple single‑family and multifamily addresses) that the committee approved by roll call (vote recorded 4–0). For one donated parcel (PT14 at 6140 Freeman Ave) staff said the owner listed the lot as a donation and staff will verify whether the lot is buildable and the parcel’s tax history before the committee takes further action.

On extension requests, applicant Joshua Waits asked for additional time on an option for 1830 S. 10th citing a contractor health emergency and recent permitting progress; staff confirmed a recent lender closing worksheet dated July 8, 2026. The committee granted a six‑month option extension (4–0). For 925 Ann Ave there were competing applicants and longstanding interest from neighbors; because of legacy administrative timing issues and an absent applicant the committee tabled that case to the next standing committee meeting so staff can assemble a fuller record and the applicant can appear in person.
