Council on Sept. 1 approved launching a long‑range recreation strategic planning process that will inventory needs, estimate project and operating costs, evaluate funding strategies and test ballot measure feasibility ahead of a possible 2028 measure.
Staff said potential projects under review include expansion of Hidden Valley Park, a multigenerational community center, trail connections and other park improvements. The resolution authorizes staff to form a Blue Ribbon Recreation Advisory Committee to lead stakeholder engagement and recommends hiring Clifford Moss (political strategy) and Peregrine Strategies (communications) to assist. Together the two firms proposed a scope for public engagement and polling; the council appropriated $20,000 from general fund reserves to begin the work.
Staff emphasized tonight’s action authorizes planning only and does not approve any park acquisition or construction. The advisory committee will draft priorities and a catalytic action plan to guide any future ballot measure and capital program.
