A resident who identified herself during public comment asked the council to correct the annexation packet attachment before publishing because the comprehensive-plan map linked in the notice showed the tract as LUIS Level 2 while adjacent properties were Level 1 (agriculture). The speaker said that presenting the map as Level 2 in the published notice would create the appearance that the annexation was tailored toward a developer rather than a neutral procedural step.
"I'm actually here to contest the, publishing of the annexation as it's written," the resident said during the public comment period, pointing to the case map and the comprehensive-plan (LUIS) designation. She emphasized that table 4.1 of the city's comprehensive plan lists agriculture only under Level 1 and asked that the attachment be revised to show Level 1 so readers would not assume the property is coming in for residential use.
Planning staff responded that annexations are brought into the city as agricultural (AG) and that a subsequent rezoning application would be required to change zoning; staff said the comprehensive-plan map simply shows the property's future designation. Councilors reiterated that the comp plan would not be changed as part of the annexation notice and that rezoning would follow any annexation approval.
Council moved to publish the notice with corrected dates; staff acknowledged a scrivener's error in the packet and confirmed the correct public-notice date would be used.
