City engineering staff presented a request from a construction manager for Harvest Church to allow two early-morning concrete pours (starting as early as 3 a.m.) to avoid extreme heat that can compromise concrete work and crew safety. Staff characterized the request as recurring in the busy construction season and said variances are sometimes necessary to prevent wasted materials or unsafe working conditions.
"This one was a 3AM request," engineering staff said, and the church's construction manager confirmed the plan calls for two separate days of 300-yard pours to complete the sanctuary slab. Staff described mechanisms to enforce conditions — including stop-work orders and ordinance citations — and said officers and administration will coordinate notifications to neighbors and citations for violations.
Council discussed complaint volumes and officer responses; a councilor noted multiple reports had been received about construction variances on other sites and urged strict enforcement when sites fail to comply with conditions. The council voted to approve the variance for the Harvest Church pours and directed staff to ensure notifications to nearby residents and to use stop-work authority if conditions are not met.
