The Lake County Planning and Zoning Board voted to recommend approval of a rezoning that would convert about 19.68 gross acres on Rolling Acres Road to a planned unit development for a 57‑lot subdivision. Senior planner Lehi Reagan told the board the proposal is consistent with the urban low‑density future land‑use designation and county regulations.
"The concept plan depicts 57 residential lots with a maximum density of 3 dwelling units per acre," Reagan said during the staff presentation, noting the project includes 3.3 acres of stormwater detention and 4.77 acres of open space (the 25% required minimum). Applicant representative Craig Brazier said the project team reduced an earlier 76‑lot concept to 57 lots and worked with county transportation engineers to design roadway improvements.
Brazier said the proposal includes additional right of way for Rolling Acres Road and new turn lanes into the development. "We are capping it at 57," he said, adding the design accommodates potential future connections to adjacent parcels and is intended to meet separation and safety requirements.
Board members questioned utility capacity; staff said the neighboring town of Lady Lake currently lacks sewer capacity and the applicant plans an internal central water and wastewater system that could be converted to the town system if and when capacity becomes available — staff noted that is not expected before 2029–2030. Public commenter Morgan Sellers urged postponement until the town can demonstrate Rolling Acres Road and local services can absorb additional development.
After discussion the board moved and voted to recommend approval; the advisory recommendation will go to the Board of County Commissioners at a scheduled hearing. The applicant will continue technical coordination with county transportation staff and follow required permitting steps before any construction.
