The Yerington Planning Commission on July 22 recommended that the City Council consider a Special Use Permit for the Dolsen‑Stevens Family Trust on behalf of Yerington Mobile Village, LLC at 528 S Main St (APN 001-311-01). City Manager Jerry Bryant reviewed Title 9 and Title 10 of the Yerington City Code, telling commissioners that mobile-home parks must operate under special-use permits and that permits, under Title 10, do not run with the land but with the property owner.
Property owner Nora Stevens told the commission she has owned the site “since approximately 2015 and [has] never been required to file for a special use permit,” and said Desert Engineering is addressing fire‑hydrant bollard issues and that parking “may not meet the conditions recommended.” Commissioner Eric Bodenstein moved to recommend approval to the City Council with amended parking-related conditions 5–7; Commissioner Keith Trout seconded. The packet includes a set of 11 recommended conditions the commission asked the council to adopt, including maintenance to state health regulations, moving hydrant bollards to local fire-district specifications within 180 days, a prohibition on combustible storage on site, a maximum of 42 units (including the office), designated resident and guest parking to preserve emergency access, and an annual review of the permit.
Leah Wilkinson, a community member, supported enforcement but urged the city to incorporate permit requirements into business licensing procedures so new owners are informed. The commission’s action was a recommendation to the City Council; a final decision rests with the council.
