Resident Dave Hull told the council that multiple rescues along the railroad bridge section of Lake Ray Hubbard have revealed safety problems at Paddle Point Park and that volunteer and professional responders are working to cover the risk. He described a foot‑entrapment hazard at an ADA dock that had been reported nearly two years earlier and said the hazard remained when the lake refilled.
Hull noted one child was pulled from the lake unresponsive and treated by Rowlett emergency responders. He described an incident where an ice‑cream truck blocked a fire lane while an ambulance was leaving the park and urged the city to review its waterfront‑park management, saying, "If you can't manage the waterfront park safely to benefit the residents' quality of life and economic well‑being, then you should get out of the waterfront park management business and let somebody else do it for the benefit of the residents."
